Prize draw terms and conditions
1. The Promoter
The promoter is: Derby City Council, the Council House, Corporation Street, Derby DE1 2FS
2. The Prize Draw
2.1 The title of the Prize Draw is: “Switch to e-billing and win £1,000 off your Council Tax bill”.
2.2 There will be one winner, eligible to win a prize of £1000 off their household Council Tax bill for 2025/26.
2.3 The prize draw requires an eligible entrant to be registered for ‘My Account’ and e-billing for payment of their household Council Tax by the closing date.
3. How to enter
3.1 To be entered into the Prize Draw, registrations for e-billing must be received by midnight on 30 April 2025 (the "Closing Date").
3.2 The Prize Draw is open to all households in Derby City that are liable to pay Council Tax to Derby City Council in the year 2025-26.
3.3 The Prize Draw is limited to one council tax payer per household.
3.4 All e-billing ‘My account’ registrations (See 3.5) must be received by the Promoter by no later than midnight on the Closing Date. Sign-ups for paperless billing after midnight on 30 April 2025 will be accepted and an account set up but will NOT be eligible for inclusion in the prize draw.
3.5 Enter the Prize Draw online by registering with ‘My Account’ and enrolling for e-billing.
3.6 Existing households already registered for e-billing with ‘My Account’ will automatically be entered in the Prize Draw.
3.7 The Prize Draw is free to enter, and no purchase is necessary. There is no charge to register for use of ‘My Account’ Council Tax e-billing.
3.8 The Prize Draw is only open to households who have registered with ‘My Account’ and enrolled for e-billing before the Closing Date.
3.9 The Promoter will not accept responsibility for entries not successfully completed due to a technical fault of any kind or for any other reason.
3.10 By submitting a Prize Draw entry, an entrant agrees to be bound by these terms and conditions.
3.11 A winner who correctly registers for ‘My Account’ and enrols for e-billing will be chosen by random draw performed after the Prize Draw closes.
3.12 Anyone already enrolled for Council Tax e-billing with Derby City Council by the Closing Date will be included in the Prize Draw.
3.13 Entrants must not withhold payment of Council Tax pending the Prize Draw outcome.
3.14 In the event that a winner is drawn who does not wish to be a competitor, then upon receipt of a declaration from them to the Promoter in writing within 7 days of notification of a win, they will be deemed disqualified for the prize and a new winner shall be drawn. Written declarations should be sent to either the postal address shown at Condition 1, or to the email address shown at Condition 6.3.
4. Eligibility
4.1 The Prize Draw is open to all persons in a household (subject to clause 4.3) who are liable to pay Council tax to Derby City Council Tax aged 18 years or over, except:
(a) employees of the Promoter or its elected members;
(b) employees of agents or suppliers of the Promoter who are professionally connected with the Prize Draw or its administration; or
(c) members of the immediate families or households of (a) and (b) above
4.2 In entering the Prize Draw an entrant confirms that they are eligible to do so and eligible to claim the prize. The Promoter may require an entrant to provide proof that they are eligible to enter the Prize Draw
4.3 There is a limit of one entry per household. Entries on behalf of another person within a household will not be accepted and joint submissions per household are not allowed.
5. The Prizes
5.1 The prize is outlined in section 2 above save and except where a household has been exempted by Derby City Council from paying Council Tax in which case the Promoter may substitute a cash prize not exceeding the value in section 2.
5.2 The prize is not negotiable or transferable.
5.3 In order to claim a prize a winner must respond to the telephone call or email from the Promoter notifying that they are the winner, verifying their identity and the prize-winning amount shall be deducted from the winner’s Council Tax bill for the year 2025-26.
6. Winners
6.1 The decision of the Promoter is final and no correspondence or discussion will be entered into.
6.2 The Promoter will contact the winner personally as soon as practicable once the Prize Draw closes, using the telephone number or email address provided within ‘My Account’.
6.3 The Promoter must either publish or make available information that indicates that a valid award took place. To comply with this obligation the Promoter will send the surname and first part of the postcode of the Prize Draw winners to anyone who emails communicationsandmarketing@derby.gov.uk or writes to the address set out in Condition 1 (enclosing a self-addressed envelope) within one month after the Closing Date of the Prize Draw.
6.4 In entering this Prize Draw, an entrant agrees to have their name, details, comments and photograph with the prize published on the Promoter’s website and social media posts for the purpose of promoting ‘My Account’ and e-billing
6.5 If an entrant objects to any or all of their details and winning entry being published or made available, please contact the Promoter. In such circumstances, the Promoter must still provide the information and winning entry to the Advertising Standards Authority on request.
7. Claiming the Prize
7.1 Prize winners will have 30 days from the day they are contacted to claim the prizes by responding to the telephone call or email from the Promoter and verifying their identity. If they do not claim the prize by this date, their right to claim the winning prize will become invalid and the winner will be deemed disqualified.
7.2 The prize may not be claimed by a third party on a winner’s behalf.
7.3 The Promoter will make all reasonable efforts to contact the winner. If the winner cannot be contacted or is not available or has not claimed their prize within 30 days of being contacted, the Promoter reserves the right to offer the prizes to the next eligible entrant selected and registered for e-billing before the Closing Date.
7.4 The Promoter does not accept any responsibility if a winner is not able to take up a prize.
8. Limitation of Liability
Insofar as is permitted by law, the Promoter, its agents or distributors will not in any circumstances be responsible or liable to compensate the winner or accept any liability for any loss, damage, personal injury or death occurring as a result of taking up the prize except where it is caused by the negligence of the Promoter, its agents or distributors or that of their employees. An entrant’s statutory rights are not affected.
9. Data Protection and Publicity
The Promoter will only process an entrant’s personal information as set out in the Privacy Policy. See also condition 6, with regard to the announcement of winners.
10. General
10.1 If there is any reason to believe that there has been a breach of these terms and conditions, the Promoter may, at its sole discretion, reserve the right to exclude an entrant from participating in the Prize Draw.
10.2 The Promoter reserves the right to hold void, suspend, cancel, or amend the Prize Draw where it becomes necessary to do so.
10.3 These terms and conditions shall be governed by English law, and the parties submit to the non-exclusive jurisdiction of the courts of England and Wales.
