Residents invited to shape new public space rules

Derby residents are being invited to have their say on proposed new rules designed to keep the city clean, safe and welcoming.

Derby City Council has launched an eight-week public consultation on draft Public Spaces Protection Orders (PSPOs) covering city wide measures relating to begging, dog fouling and getting bins off streets.

Public Spaces Protection Orders are designed to tackle behaviours that have a detrimental effect on the quality of life of local communities. Introduced under the Anti-Social Behaviour, Crime and Policing Act 2014, PSPOs allow councils to put reasonable restrictions in place to address persistent issues in public spaces while balancing the needs of residents, visitors and businesses.

The proposed orders have been developed using evidence gathered from a range of sources, including local stakeholders, the Streetpride service, councillors and local residents. The consultation gives people a chance to review the proposals and help shape any future measures before decisions are made.

The three proposed PSPOs focus on:

Begging
Dog Fouling
Residential Bins on the Highway

If introduced, the proposed orders would apply across the whole of Derby City. Anyone who breaches a PSPO could face a Fixed Penalty Notice or prosecution.

Councillor Onuoha, Cabinet Member for Streetpride, Parks and Leisure, said:

Public spaces should be places where everyone feels safe, welcome and able to enjoy their local community. These proposals are intended to address issues that residents regularly tell us affect them, while ensuring any measures introduced are fair, proportionate and enforceable.

The consultation is open until midnight on Sunday 6 September 2026. Residents can read the draft proposals and complete the survey online to share their views before any decisions are made.
