Cabinet Members will consider proposals to bid for Government funding to provide more affordable homes at the next Cabinet Meeting on Wednesday 13 May.
Derby City Council and Derby Homes Limited – the Council’s Arms Length Management Organisation – will enter a consortium to bid to Homes England for grant funding. The Council will act as the lead partner to secure the Social and Affordable Homes Programme (SAHP) 2026 to 2036 funding for an initial period of three years.
If approved by Cabinet and if awarded, the SAHP funding will assist the Council and Derby Homes to deliver social and affordable housing throughout the city, a key priority for the Council in its Local Plan.
Homes England, which is the Government’s housing and regeneration agency, launched the programme in Feburary 2026, allocating £27.3bn across the country, excluding London. The funding aims to support the Government’s commitment to delivering 1.5 million homes, with 60% of the fund going towards the delivery of homes for social rent.

In Derby, we’re working hard to deliver and provide social and affordable housing for our residents who are in need of housing. Derby, like all other cities, faces a challenge in meeting the demand for affordable housing, however, if this funding is approved and awarded, it will allow us to continue developing homes as a key priority.
From Wednesday 1 April, Homes England has encouraged local authorities to use their Right to Buy receipts alongside SAHP funding. This will help to support new build projects and as a result, will allow for additional affordable homes to be delivered across the city.
