Closed Circuit Television (CCTV)
The majority of Closed Circuit Television (CCTV) cameras that you may see in the street or attached to buildings are often privately owned and managed. We are not responsible for these and have no powers to regulate their use.
However, we manage 40 cameras that cover a large part of the city centre – this is known as the Derby Public Area CCTV Scheme.
The areas covered in addition to the city centre include:
- Arboretum Park
- Normanton Road
- Osmaston Road
None of our cameras are covert and they are all clearly visible and operate within the legal rules set out in the Human Rights Act 1998, the Regulation of Investigatory Powers Act 2000. All of the cameras are also fully operational and there are no 'dummy' cameras.

CCTV control room
Our CCTV control room is based at the Council House. Images from our cameras are monitored and recorded here and retained for 31 days. They will then be deleted by being overwritten by new imagery data on a continuous basis. However, if an incident occurs and the data is requested as part of an investigation or in accordance with legislation, it will be stored in accordance with the relevant retention period that applies.
For reasons of security and confidentially, the control room is not accessible to the public.
City Council employees who work in the control room are registered with the Security Industry Agency (SIA). This agency regulates standards and training in relation to CCTV operations.
CCTV system
Our CCTV system is registered with the Office of the Information Commissioner and is required to be operated fairly and within the law at all times. It is only for the purposes of the prevention and detection of crime and for public safety. The basic principle is that the system operates with respect to safeguarding the rights of an individual.
