Scaffolding and hoarding licence
Scaffolding companies must, by law, apply for a Scaffold or Hoarding Licence to place scaffolding and/or hoarding on the public highway.
The owner of the scaffolding or hoarding must apply to the Council for the licence.
Before we can issue a licence, we have to make sure that the placing of scaffolding and/or hoarding will not obstruct or put in danger highway users.
You must give at least two weeks' notice when you apply for a Scaffold or Hoarding Licence.
Information about the legal requirements of hoardings are detailed in:
- The Highways Act 1980 - Section 172 - Hoardings to be set up during building etc.
- The Highways Act 1980 - Section 173 - Hoardings to be securely erected
How much does a licence cost?
A Scaffold or Hoarding Licence costs £165 for a licence period of 28 days. The fee is non-refundable even if permission is refused.
If you need a licence for longer than 28 days, you will have to apply again before the licence runs out. There will be another fee of £83 for each extra two weeks. You will need to tell us on the application if you need a licence for more or less than 28 days and, for how long.
Before we can issue the licence, you will need to provide a copy of your current public liability insurance for a minimum of £5 million.
If we approve the application, the company owner must comply with all the regulations, standard conditions and any special conditions that we set.
Once you have the licence, you should inspect the area and tell us about any damage before placing any scaffolding or hoarding on the public footway, grass verge or road. If you don’t do this, we will assume that the highway was in good repair before you put up the scaffolding or hoarding and you will be charged for any damage.
You will be prosecuted if you do not have a licence or keep to the conditions for scaffolding or hoardings on a public highway.
