Sir Francis Ley and Robinsons Industrial Estates parking management proposals
Due to many years of complaint and concern about parking within the areas of both Sir Francis Ley and Robinsons Industrial Estates, local Councillors in discussion with the Neighbourhood Board agreed to prioritise the implementation of parking restrictions as part of the 2024/25 Traffic and Transportation work programme.
For several years local businesses have been complaining about obstruction of access caused by parked vehicles. Businesses have confirmed the many difficulties and costs this can generate, concerning the receipt and movement of goods as well as for customers and those visiting the site.
Following the numerous complaints and subsequent site reviews, confirming the area does experience significant challenges with the volume of on-street parking, the Council does intend to proceed with the introduction of new parking restrictions. This will formalise parking and enable vehicles to travel through the area with minimal obstruction and improve and protect access to premises.
It is therefore proposed to introduce No Waiting (At Any Time) alongside Pay and Display parking restrictions within the area of the Estate to provide an effective control and management of parking.
The following charges for the pay and display parking are proposed. This includes facility for annual season tickets to enable more regular use of on-street parking if needed.

The bay positions and extents have been devised using vehicle tracking to maximise parking availability and protect access points. If you have any concerns about the position and extent of the proposed bays, please email traffic.management@derby.gov.uk.
As part of this proposal there is also a plan to introduce a Moving Vehicle Order and make Cotton Brook Road one-way with access via Castings Road. The idea is intended to improve access, traffic management and maximise on-street parking availability. The Council intends to start the formal legal process of introducing the restrictions soon. This will involve a period of public consultation to provide opportunity to object to the proposals. All objections will be formally considered at this point before deciding how to proceed.
