About Traffic Regulation Orders
What is a Traffic Regulation Order?
In the present circumstances, additional information is being placed on our website to help ensure that we seek the views of all those that could be affected by the proposed Traffic Regulation Orders (TROs).
A Traffic Regulation Order is required to legally enforce a new or modified restriction on traffic as part of an improvement scheme, for example:
- speed limits
- on-street parking
- weight limits
- one-way streets.
The act governing Traffic Regulation Orders is the Road Traffic Regulation Act 1984 and is enforceable by law.
Parking restrictions
Parking restrictions in Derby are currently governed by the Waiting Restrictions Principal Order which is a Traffic Regulation Order. The Waiting Restrictions Principal Order provides a text definition of the different over arching restrictions that currently exist in the city and all the associated applicable exemptions. The particular restrictions that exist on a street by street basis are documented graphically on map tiles and are part of the Schedule of the main order (it is easier to think of the schedule as appendices). Each time there is a need to create or amend a parking restriction, the schedule of the Waiting Restrictions Principal Order is amended and updated; this means that the text based legal order stays the same, however the graphical representation of the restrictions on the map tile is updated. The different types of restrictions are detailed in the 'key' pdfs; these are also a part of the schedule of the Waiting Restrictions Principal Order. Accordingly, the waiting restriction map tiles need to be read in conjunction with the key in order to interpret the restrictions.
In order to update the map tiles, the full traffic regulation order making process is followed each time, which includes consulting local councillors, consulting statutory consultees (including police, fire and ambulance), publicly advertising the proposals, and considering all objections received. All TROs currently being consulted on will be displayed on this page whilst COVID-19 social distancing measures are in place.
Moving traffic restrictions
Moving vehicle restrictions in Derby are currently governed by the Moving Vehicle Principal Order which is a Traffic Regulation Order. Like the Waiting Restrictions Principal order, the Moving Vehicle Principal Order provides a text definition of the different over arching moving traffic restrictions (such as one way and no entry) that currently exist in the city and all the associated applicable exemptions. The particular restrictions that exist on a street by street basis are documented graphically on map tiles and are part of the Schedule of the main order (it is easier to think of the schedule as appendices).
