Roadworks
Roadworks overview
We carry out roadworks as part of the essential repair and improvement of our roads. Public utility companies also carry out roadworks to maintain essential gas, water, electricity and phone services. Some of these works will require the use of temporary traffic lights or temporary road closures.

How do I get permission to carry out roadworks?
Unless you have a legal right (as a 'statutory undertaker') to work in the highway you must get a licence from us to carry out roadworks. The cost of this licence is £500. You will need to allow six weeks for the application to be processed and for the necessary consultation to take place.
Download and complete an Application for the grant of a Street Works Licence under S.50 2019.
How do I get permission to set up temporary traffic lights?
If you want to use temporary traffic lights to carry out works in the highway, you must apply to us for approval. There is no charge for this. However there is a charge if you need us to turn off a permanent set of traffic lights, or the lights at a pedestrian crossing. The cost of this is £300.
Please download and complete a Temporary traffic light application form.
Permit Scheme for roadworks and street works
We have received approval to implement a Permit Scheme, which will provide additional powers for planning and managing works on the busiest roads in the city. The scheme began to operate in October 2013 to regulate works taking place on the busiest roads within the city.
Earlier this year the government published regulations amending the way existing Permit Schemes operate. We have made amendments to the existing Permit Scheme to comply with the amendment regulations.
The changes to existing schemes need to be made by 1 October 2015, with a minimum of four weeks notices provided of the changes.
We have made a Permit Scheme Order to enable us to make the required changes, and revised the Permit Scheme document.
There is also additional information relating to the fees and charges, which have not been changed.
