87 - Parked in a designated disabled persons' parking place without a Blue Badge (car park)

If you had a Blue Badge whilst parking in one of our car parks, unless stated on the parking charges tariff, you must buy a pay and display ticket and display this clearly in your car, or have a discounted season ticket on display along with your Blue Badge. If either of these circumstances apply, we may consider your challenge.

What you will need to provide:

  • If you had a valid pay and display ticket or a discounted season ticket on display but your Blue Badge was not clearly displayed, you will need to provide a copy of both the front and the rear photo side of the badge, making sure the details on the badge are clearly visible.
  • If your Blue Badge was on display but your pay and display ticket or discounted season ticket was not clearly displayed, you will need to provide a copy of the pay and display ticket or discounted season ticket, showing the expiry date and time or the expiry date of the season ticket.

Alternatively, if you pay your PCN within 14 days of the date of your ticket, you pay the lower amount shown on your ticket or letter. If you pay after 14 days, you pay the original penalty charge on the notice.

If you were involved in a medical emergency, we may consider your challenge.

You will need to provide us with a formal letter from a health professional that treated you or a passenger directly after the event.

You are not allowed to load or unload goods whilst in a car park - you must have a valid pay and display ticket or season ticket along with a valid Blue Badge displayed.  

You are liable for the Penalty Charge Notice (PCN).

If you pay your PCN within 14 days of the date of your ticket, you pay the lower amount shown on your ticket or letter. If you pay after 14 days, you pay the original penalty charge on the notice.

We may consider your challenge if both Penalty Charge Notices (PCN) were:

  • issued on the same day
  • issued in the same car park
  • issued under the same contravention.

You will need to provide:

  • your vehicle registration number
  • DR reference number printed on the PCN which was issued the second time.

If you think that your vehicle has been cloned, you must report this to the police as soon as possible.

You will need to provide us with evidence that it was not you or your vehicle that was present when the Penalty Charge Notice (PCN) was issued:

  • a colour photo showing the make and model of the vehicle
  • a colour photo showing the vehicle registration number of the vehicle
  • a police crime reference number related to the cloning of your vehicle.
