Local plan part 1 core strategy examination
The Council submitted the Derby City Local Plan – Part 1 Core Strategy to the secretary of State for Communities and Local Government for independent examination on 18 December 2015.
The Statement of Fact sets out which documents the Council submitted to the Secretary of State in addition to the Core Strategy.

22 July 2016 | On Tuesday 12 July the Department for Communities and Local Government (DCLG) published 2014-based Sub National Household Projections (SNHP). The Inspector has invited Derby City Council and respondents to comment on any implications of the projections for the Derby City Local Plan Part 1. These should be submitted to the Programme Officer by Friday 12 August 2016. |

Having reviewed the comments made on the additional information provided by the Council on the five year housing land supply, the Inspector has decided that the further hearing provisionally arranged for 29 June 2016 will not be necessary and has therefore been cancelled. However, as originally proposed, the Council can make any final written comments on the responses by 24 June 2016. |

The Council has now provided the report, requested by the Inspector, considering the implications of the recently published 2014 based population projections on the housing needs evidence for the Derby HMA, as well as two other updates. Inspector details
Mr Michael Moore BA (HONS) MRTPI CMILT MCIHT has been appointed by the Planning Inspectorate to examine the plan as to its soundness according to paragraph 182 of the National Planning Policy Framework where the plan should be:
- positively prepared - the plan should be prepared based on a strategy which seeks to meet objectively assessed development and infrastructure requirements, including unmet requirements from neighbouring authorities where it is reasonable to do so and consistent with achieving sustainable development
- justified - the plan should be the most appropriate strategy, when considered against the reasonable alternatives, based on proportionate evidence
- effective - the plan should be deliverable over its period and based on effective joint working on cross-boundary strategic priorities, and
- consistent with national policy - the plan should enable the delivery of sustainable development in accordance with the policies in the framework.
Submission documents
In addition to the Derby City Local Plan - Part 1 Core Strategy Pre-Submission, the Council submitted a number of supporting documents to the Secretary of State. We have published a complete list of submission documents.
Representations
Through the latest consultation on the Test of Soundness, the Council received a number of representations from statutory bodies, businesses and members of the local community. The representations have now been sent to an independent Planning Inspector for consideration.

The public hearing sessions commenced on Tuesday 26 April 2016 and ran for six days, closing on Thursday 5 May 2016.
There were two venues for the public hearings, both just a few minutes walk from the Council House.
